Mr. Shou graduated from the Polymer Materials Department of the East China Institute of Chemical Technology in July 1985. He is a member of the Central Committee of the China Agricultural Democratic Party, and a professor-equivalent senior engineer. In November 2018, he served as the director of the Shanghai Ecological and Environmental Bureau.
